Director of Skills and Employment at the East Midlands Combined County Authority (EMCCA)

Fliss Miller currently serves as the Director of Skills and Employment at the East Midlands Combined County Authority (EMCCA), a role she commenced in September 2025. She provides strategic leadership to drive skills development and employment initiatives across the region, with a strong focus on inclusive growth and strengthening regional economic resilience. Her responsibilities encompass oversight of adult skills, youth employment, and health workforce programmes, as well as managing key partnerships with national agencies including the Department for Education, Skills England, and the Department for Work and Pensions.

With over 25 years of experience in skills development within both further and higher education, Fliss has more recently held senior leadership roles such as Director of Skills at the South Yorkshire Mayoral Combined Authority and Cambridgeshire and Peterborough MCA.
