James Owen

Chief Executive, Medr

James Owen was appointed Chief Executive in August 2025 after joining Medr as Chief Operating Officer in 2024.

James is responsible for overseeing £1bn of investment in tertiary education and research in Wales; building collaborative relationships with partners based on mutual respect and trust; and leading the team to deliver the ambitions and commitments in the Strategic Plan to deliver a more joined-up and inclusive sector in Wales – one which helps every learner find their path and ensures the system meets the needs of our society and economy, not just now, but for our future generations too.

James was previously the Interim Director in the Welsh Government responsible for establishing Medr. He led, on behalf of the Welsh Ministers, this sector-wide reform programme to establish the new arm’s-length body. He previously held a number of senior leadership roles in the Welsh Government and also worked for the Cabinet Office in Whitehall.

James is passionate about helping people realise their full potential, notably as an active coach and mentor. He is also a powerful advocate for the social model of disability.
